Penelope Douglas is a romance author who was born in Dubuque, Iowa. She attended the University of Northern Iowa, where she earned a Bachelor's degree in public administration. She went on to earn a Masters of Science in Education at Loyola University. She quickly discovered her love for writing and began writing romances.
